‘The complex automation based on 1C:Enterprise 8 is an important tool for the Department of Budgeting at Tenex that helps to improve quality and accuracy of planning. Currently, the management of the Rosatom State Corporation Company finds this very task the most relevant for economic services of industry players.

The solution of this problem is achieved mostly with the implemented system modifications. In particular, the implemented subsystem ‘Budgetary control’ made possible to control automatically payouts of subdivisions, budget holders, within approved budget limits at the stage of entering into contracts and agreements.’

1C-Rarus has completed the second phase of the project on business process automation at Tenex. Based on the standard configuration 1C:Accounting 8 CORP and the platform 1C:Enterprise 8.2 and taking into account the base developed within the implementation of the first phase (regulatory accounting) and because of the fulfilled modifications, the complex automated system of  accounting, budgeting, finance and procurement management has been designed. Implemented functionality of the first and second phases made possible to automate over 250 workplaces. The system allows you to control costs within approved budgets while accepting obligations and making payments. The procurement procedure control has been automated according to the requirements of the Unified Industry Procurement Standards (UIPS) at the Rosatom State Corporation Company. Carrier’s civil responsibility and goods Insurance has been timely organized. According to the requirements of the Rosatom State Corporation Company, closing of financial statements is prepared on the seventh business day.

JSC Techsnabexport (Tenex) is a global exporter of uranium products and services of the Russian nuclear industry. It belongs to the Rosatom State Corporation Company. The Company supplies about 40% of the uranium enrichment services required for western type nuclear reactors. Under its belt, there are 48 years of perfect activity on the global market.

At TENEX the second project phase on automation of management accounting and budgeting within the implementation of the complex automated system based on the 1C:Enterprise 8.2 platform has been completed. The project is accomplished in collaboration with the 1C-Rarus Company.
During the first phase of the project (completed in the first quarter of 2010), the company’s regulatory accounting was successfully automated. To fulfil it, the significant modification of the standard configuration „1C:Accounting 8“ has been done, taking into account further development of its functionality and scaling.
To realize the second phase of the project, the complex automated system with modules of management accounting, budgeting, financial and procurement management has been designed.

‘Establishing goals and planning tasks of the project, we, first of all, relied on requirements dictated by Rosatom State Corporation Companies. For instance, the most important task for us is to close financial statements rapidly. Financial results should be summed up monthly on the seventh day of the month that follows the financial period. 

At the same time, with the beginning of the new project phase, Rosatom started to implement a new methodology for the formation of consolidated budget model that became a foundation for the automated reporting and it also had to be integrated with the common system. A large scope of work was connected with the automation of procurement procedures in accordance with industrial standards of procurements at Rosatom. Today all working difficulties have been overcome. The system runs without fail.’

All subdivisions of the TENEX Company are united in the unified automated system based on 1C:Enterprise 8.2. Over 250 workplaces have been automated. More than 100 active users take advantage of the system every day.

Today the system allows the TENEX Company:

  • to keep records on managerial accounting
    Planned and actual income and expense budget, cash flow budget and budget of balance sheet are formed in the company.
  • to fulfil budget planning and budgetary control
    The Company annually sets the budget of subdivisions, generates forecasts of its utilization and plan/actual analysis. The system makes possible to generate budgets according to items related to certain subdivisions. The control of budget utilization, fulfilled daily for a period of budget execution, has been completely automated. Today the automated budgetary control is executed at the moment of assumptions, i.e. at the stage of contracting (taking into account discharged and planned obligations for previously executed agreements and contracts).
  • to approve documentation (negotiated and contractual, payment orders, standards and regulatory documents)
    Electronic coordination of contracts, agreements and additional agreements, payment orders, documents of regulatory character (corporate standards, methodologies, statements, etc.) are used in 1C with timing of approval processes. Each type of the document is ‘launched’ according to the definite route of approval developed as specified in accepted corporate standards. What is more, both managers and direct performers are included into the route. In addition, the system makes possible to keep all versions and copies of documents.
  • to manage financial flows
    Now, all payments (except for an undisputable and acceptance-free write-off) are made only after the generation of requests for cash outflow. The system limits to post payments, if they are over budget limits and have not passed the procurement cost control in accordance with UIPS.
  • to keep insurance records
    The system helps to organize civil liability insurance at the appropriate time.
  • to keep records on financial investments and credits
    1C makes possible to track received credits and tranches, keep further records of them as well as to operate with a payment schedule.
  • to close financial statements efficiently
    According to the requirements of Rosatom, the closing procedure of financial statements happens on the seventh business day.
  • to generate corporate consolidated statements
    Rosatom places demands on generation of consolidated statements, which are reflected in specially designed ‘forms of data collection’, allowing you to consolidate information according to the industry. During the second project phase, about 100 forms have been automated that makes possible to analyze company’s financial condition in different analytical sectors. 
  • to conduct integration with Rosatom’s budget model
    TENEX quickly responds to Rosatom’s demands in a part of generation and presentation of accounts on the budget model according to the collection methodology of the consolidated budget model. Over 35 budget forms with their following export to Excel are automatically filled in with planned and actual data in the system. 
  • to organize procurements in accordance with the requirements of the unified industry standard
    The procurement process has been totally automated in accordance with UIPS. It includes formation of the annual procurement program, coordination of service agreements and contracts in terms of compliance with procurements (i.e. their compliance with procurement program in accordance with the type and terms of the procedure, initial maximum price, etc.), registry of the procurement commission’s records  (i.e. keeping recording archives of committee meetings).

It is also important that the implemented budgeting subsystem makes possible to generate budget models automatically according to the format offered by the State Corporation Company. In its turn, the generation of the budget model in 1C provides the full compatibility of budget items with accounting data making possible to provide analytical information with its detailed explanation and max specification (to the level of contracts, agreements, bookkeeping accounts) to the Company’s management with the high level of efficiency.’

Thus, 1C-Rarus’ experts have developed system functionality in accordance with TENEX’s requirements.

Extra capabilities have been realized:

  • Automatic data generation about the chain of owners for all contractors, who the Company works with as specified in the Instruction of the Russian Prime Minister on the information disclosure about the chain of owners.
  • Accounting of material values that makes possible to keep records at warehouses with the possibility to view an address and to bar-code.
  • Control and restriction of access rights to the information constituting a trade secret.
  • Restriction of access to personal data according to the legislation.
  • Planning and cost accounting for the payroll budget taking into account the institutional structure.
  • Keeping limits for travel and representational expenses and places of costs, automatic calculation of travel and representational costs taking into account subdivisions and employees as well as control of spending limits.
  • Planning of representational expenses according to the allocated limits and control of their spending.
  • Internal quality control of financial accounting.
